District 16 is located in the northeast part of Colorado Springs. Colorado Springs was founded in August 1871 by General William Palmer, a Pennsylvanian Quaker with the intention of creating a high quality resort community. The city has expanded to the second largest in the state. This district is home to the University of Colorado
