District 13 is northern Colorado, with the main population center in Greeley. This district is one of the prime candidates for large wind power generation, as the area near the Wyoming border is one of the highest rated areas in the country. This same area is also one of the least populated areas, so NIMBYism is not a great concern. There are already two plants built or in development in this district.
