District 15 is located just north of the downtown area in Colorado Springs. Colorado Springs was founded in August 1871 by General William Palmer, a Pennslyvanian Quaker with the intention of creating a high quality resort community. Colorado Springs' present downtown location to the east of I-25 is due to the dislike of nearby rough-and-ready Colorado City and its many saloons. Colorado Springs was a dry city until 1933. Colorado Springs was marketed as an area for people with high moral character, similar to Boulder was when it was first founded. However, Colorado Springs stayed with its puritanical world view, becoming home to a large number of right leaning Christian orginazations.
